Who were the culprits in the hit and run case?

The Singaporean media such as Straits Times at coroner's hearing for the Romania hit and run case seem to have it wrong. They are showing the pictures of the witnesses to the Romanian

They are showing all the witnesses in the Straits Times, other than the alleged guy Dr Silviu Ionescu! If someone who was a foreigner in Singapore, he or she may think what sort of crime these people had committed to have their faces printed over the front pages of the mainstream paper. I'm been wondering, will this sort of "special" attention to the witnesses deters Singaporeans or foreigners in Singapore to stand as witness to a crime?

I Googled the Vienna convention on diplomatic relations 1963 and in page 15, I found Article 41 & 42 that states the "to do" if a diplomat committed a serious crime in the host nation:

Article 41
Personal inviolability of consular officers 1.Consular officers shall not be liable to arrest or detention pending trial, except in the case of a grave crime and pursuant to a decision by the competent judicial authority.

2.Except in the case specified in paragraph 1 of this article, consular officers shall not be committed to prison or be liable to any other form of restriction on their personal freedom save in execution of a judicial decision of final effect.

3. If criminal proceedings are instituted against a consular officer, he must appear before the competent authorities. Nevertheless, the proceedings shall be conducted with the respect due to him by reason of his official position and, except in the case specified in paragraph 1 of this article, in a manner which will hamper the exercise of consular functions as little as possible. When, in the circumstances mentioned in paragraph 1 of this article, it has become necessary to detain a consular officer, the proceedings against him shall be instituted with the minimum of delay.

Article 42 Notification of arrest, detention or prosecution In the event of the arrest or detention, pending trial, of a member of the consular staff, or of criminal proceedings being instituted against him, the receiving State shall promptly notify the head of the consular post. Should the latter be himself (in this case it was Dr Silviu Ionescu) the object of any such measure, the receiving State (SINGAPORE) shall notify the sending State through the diplomatic channel.

So what sort of bullshits the ex Air Force 1 star General and now Foreign Minister George Yeo talking about when his ministry gave Dr Silviu Ionescu 2 days worth of time to pack his luggages and leave Singapore for good?

Is it the person killed is a Malaysian and not a Singaporean? They do not want to cause a diplomatic roll with Romania over a foreigner's death? What sort of mutual gains both countries enjoyed with a opened diplomatic relationship? These were the questions that came to my mind that the million dollar Foreign Minister need to answer to the people of Singapore and to the families of the dead and injured men!
