Non-English Speaking PRC PR and Ease of PR Application

I was told by a friend who deals with head hunting where sometimes he encountered PRC PR who also joined the job hunting frenzy. This particular PR from China who had worked in Singapore for 3 years had wanted to look for a post of Technician, thus my friend handed him the 2 page application form to fill, in English.

This PR asked my friend if he can help him to fill in the application form as he does not understand English. My friend asked him stayed here so long simple English also cannot understand? Of course, my friend did not recommend him to the HR department as he cannot speak or understand English.

I looked at the ICA website on Singapore PR requirement and it was really simple to apply and the categories are only 4. And for example, if you are skilled S Pass holder, u just need to fill one 6 pages form to apply for your PR. No mentioned of the need of a English language test.



On the other hand, I tried to go to the Australian immigration website for Skilled Workers and was bombarded by the informations that are presented there. They have 8 categories of skilled workers and most impressed is the Skilled Occupation List (SOL) where they weigh your application according to their need for skills. Applicant also need to be proficiency in English.
